I firmly believe that something has to be done about 'dumbing down' at the BBC and would like to suggest the following idea to the Board of Governors: Each year 1.5% of the licence fee should be ear-marked for a special low risk investment fund which is allowed to accumulate year on year. The entire fund will then be awarded to anyone who can deliver Nicky Cambell's severed head. Thank you.
